Given all of the info we've gotten, Florence's previous comments about how she didn't like how Olivia was promoting the movie, and everything else, tell you that she would've made time if she wanted. She didn't tho.

Moreover, everyone there is an actor, and they're all busy filming other shit. Timothee is also filming Dune 2, but somehow he found time to do full on press in Venice. Plenty of other actors too.

So, just put 2 and 2 together, and realize that this excuse of busy schedules is just standard PR talk to mean "she didn't want to promote the movie".
