its not recycling arcs? multiple people can have villain arcs, if that wasnt the case then wilbur copied eret, jack and niki copied wilbur. Just say you dont understand her character and reasoning and go.

the motives behind all of them are different and that’s what separates them obviously.
Eret prioritized their ambition and desire for power above L’manberg from the beginning. there was never an aim to be a hero, and they didn't have a villain “arc” as much as a villainous action.
niki i don't think ever dubbed herself as a villain even; she was just responding to trauma and being overwhelmed.
Wilbur 🤝 puffy beginning as self proclaimed heroes and leaders and seeking peace and positive change, and the moment they realize they’re not as wholeheartedly “morally good” as they thought they might be (despite honestly both doing the right thing?? with Schlatt being a tyrant and Wilbur originally wanting to save l’manberg, and puffy killing ant who killed her son and threatened to kill more), having a breakdown and deciding to fully embrace their role as “villain”. they both also forsake their parental roles.
they went through different routes to get there yes, but its very similar. personally im just super sick of villain arcs. there are too many, and YEAH everyone’s allowed to have one and everyone gets to decide what to do with their character but I just... wish there was more complexity rather than just “haha me bad now”. I also think puffys “I can't trust anyone” speech is a bit stupid because bad and ant were sus to her for MONTHS to the point where she agreed with sam to PREPARE ARMOR AND WEAPONS FOR THE WORST and yet she was still surprised when she was betrayed. the “not even myself” I GUESS??? but she can't seriously think she's in the wrong for murdering someone who was going to MURDER EVERYONE ELSE???
and yes, I may be jumping the gun a bit because we don't know what her villain arc will look like at all. it was just announced. but as a viewer its just disheartening to see all the good guys give up.
(the only “hehe me bad now” people who I've liked what they've done with their character are Wilbur [because he was the OG and SOLD that shit] and jack, because jack is a cartoon ass funny villain and he KNOWS and EMBRACES this fact and its fucking hilarious even when he plays it straight.)
EDIT: I don't think this is a bad way to take her character but I wish she'd gone more of a Quackity "I am not above doing bad things for a good reason" way. villain puffy? no. VIGILANTE PUFFY? now THAT would slap.
