I don’t think that saying contact is actually a necessary part of making a psychic connection with someone, but it’s more a way of asking for consent. You say contact and the other person says it back, letting you know that it’s okay for you to come into their mind, and not saying it is generally seen as incredibly rude and is just not a thing that is done

I check the op to see if I have that person blocked or if it's someone I know has blocked me (I usually filter those user names out though). And then I am caught by surprise to see a blog name I never saw before, never interacted with or anything, but they have me blocked. So I wonder what did I do?
