being lawyer!matt's desk pet is almost a full time job. when he doesn't come to bed you worry he's overworking himself. so when you go in and ask if he needs anything he just looks up at you with tired eyes and a pout on his lips as he slowly rolls his chair backwards to make space for you under his desk. you sleepily make your way to him and tuck yourself into the darkness, but this time is different and he has a blanket and your favorite pillow to nap on waiting for you because he anticipated you coming to destress him anyway, he might as well make you comfortable. you end up taking a short nap, but matts cursing and hitting of his hands on the table wake you up. you sleepily rub your eyes awake and when your vision clears his hand is reaching under the desk for your face. he strokes your chin softly and you lean into his warm touch, almost like when he does that you know what he wants, no needs, next. you unbuckle his belt for him, waiting with bright eyes and baited breath for him to take his cock out of his pants. you nuzzle your face against it, pressing a kiss to the tip before you take him into your mouth, drooling all over it. "atta girl, just keep going like that." he tells you in a low voice. you take the praise to its highest regard, the sleepiness seemingly wearing off so you can suck him off and destress hm because that's what good little desk pets do.

Part of the reason the mayor of Lumiose is so incompetent these days is because Lysandre was the one pushing for improvements to the city. He had the money and the social influence to do so — and the desire to, for many years. He's also very good at convincing rich people with power to do what he wants, which helps considerably.
Without Lysandre's money going into the mayor's pockets, he's lost interest in doing anything productive, shoving the work off on people like Mable and Quasartico.

So, in the anime/manga, it's a very large office. Obviously big enough to fit a seastone cage in plus his meeting table plus his desk. The room is huge. More akin to a ballroom than an 'office'. It's also surrounded by the bananawani aquarium, which we can see it is literally one giant square room that looks to be located under one of the support pillars that make up Rain Dinners, with a single tube/hallway leading back up to the main floor
There isn't too much in way of decor, minus the very large windows that look out into the lake. It's not really an 'office'. More of a big, grand hall. I could see it being used for balls or galas in a different world, or a place he'd entertain foreign diplomats. It does give big 'Bond Villain' vibes. Which he is. Croc is a Bond Villain. Only thing missing was him petting a tiny baby bananawani in his lap when he spun his chair around.
But. Anyway. Let's look at what we could see from the OPLA office
Very 1930s noir villain mobster here. Lots of Browns and Greens and Gold Bronze. VERY masculine. Sir Crocodile, king of the desert, with his hyper masculine fur coat, big gaudy rings,smoking on a cigar, and masculine interior. I see you, you very performative masculine self. ((*cough* internalized misogyny transman *cough cough*)) You know that man smells like cigar smoke and a really expensive, woodsy cologne. It's giving 'machismo', but I don't ever see Croc being misogynistic to others. He's misogynistic to himself. It's to show off and display to others 'im a man. A powerful man. A wealthy and powerful man."
I am unsure if the seastone prison will also be located here because this is an actual office. We see Robin meet with Wapol here, so there's the meeting room, but it's still a small, confined place. I imagine when Croc reveals himself to the Officer Agents it'll be in this room.
the space is also giving 'speak easy' to me, here. The darker, warmer colors are typically seen as more of a 'comfort' or 'relaxed' spot. A space where a man like Crocodile might come and unwind, smoke a cigar, drink his whiskey, and do business. It's a comfort for HIM, not necessarily a comfort for anyone else. It's also meant to show off.
A lot of men's personal offices are meant to be seen as a way to show off wealth and prestige to their contemporaries. The low lighting might be because he's sensitive to bright lights ((also the colorblind thing)), but it creates a 'den' like atmosphere. Again, reminding me of a speakeasy. A place where things have to be secret and hush hush and private.
(Shout out to the Green Lady lounge here in town. The vibes are immaculate, but you'll be damned if you see your date in there))
Rewatching the reveal scene, I noticed this
leather chair with what appears to be antelope antlers. Hunting aesthetic is also big for this kind of space. Again. Machismo. Manliness. Intimidate your underlings.
It's interesting he has a round desk, as round typically means 'meet me at my level' and I expected him to have large, rectangle desk made of wood. Though, I expect wood also just wouldn't handle well in that place cause its in the desert and it's underwater. The desk is very steampunky though and reminds me of this set of furniture I've always really wanted in my house.
Industrial. Man made. It's giving 'captain of industry' to me, which makes me think of men like Carenegie or Rockefeller. Could also lead into a play of 'robber baron', as he is a thief stealing all the water and keeping it for himself in his City of Dreams.
The port hole around his head like a halo, with all the ornate crocodiles pointing towards him like 'yes, its me. Crocodile. I'm the Crocodile. The big predator, center of the room'.
Also we can see on his desk what appears to be the hourglass he uses when fighting Luffy the first time "You have three minutes". Whiskey glass, too. That lamp is very '1930s'. It's giving Art Deco. More 'noir' vibes. Matches with his Crime Boss Mafiasto vibe, as that was kinda the thing in that era.
And here is the part where I explain I lost myself in the sauce so I don't have a conclusion, but take these thoughts on his design and hopefully you can see the vision. Mafiasto film noir villain who oozes machismo, wants to show off he's big and powerful, and oozes a sophisticated charm. Dangerous. Like wading into a crocodile pit.
