Joe Morrissey, a former Richmond commonwealth's attorney, state delegate and candidate for Richmond mayor, announced tonight that he will run for the 16th Senate District, which includes parts of Richmond, Chesterfield County, Hopewell and Petersburg. The announcement took place at the Satellite Restaurant on Jefferson Davis Highway, with free hot dogs and a DJ in the parking lot.
