See, here’s the thing: when you’re talking about a system, then human nature is irrelevant. Firstly, I personally suspect that if you expose fifty different people to the same stimulus, you’ll see sixty different responses, but more importantly, those whose behaviors are rewarded by a system will come to dominate within it. This is literally the same principle by which natural selection works.
If the system encourages taking bribes, then it doesn’t matter if nine out of ten people would refuse the bribe, because the tenth person is the one with the edge in the system. Similarly, if the system discourages it, then it doesn’t matter if nine out of ten people would take it, because again the tenth person is advantaged. Whether Hobbes’ or Rousseau‘s estimation of human nature was closer to the truth is irrelevant; human beings are varied enough and adaptable enough that the only relevant question is what sort of behavior is being selected for.
The trick is to design your system so that only good actions result in good results. And if that were as easy as it sounds, we wouldn’t have so many dictators in the world.
