The story of this HallOOOween Scuba Cosplay scenario is like this:

The Cartoon Network Universe in FusionFall, home of Cartoon Network’s most beloved characters, where said CN characters and locations are "real". Whether joining forces with said cartoon stars as the last line of defense against Planet Fusion and its clones and armies, going on adventures across the world, under the waters and in the stars above or just generally goofing off in general like a good cartoon world, there's never a dull moment and never a shortage of cool stuff, action and adventure to do.

Take today's test dive episode for example: young Finn Mertens and young Princess Bubblegum (both from the time of Too Young when they were both 13 years old) alongside The Hero volunteer to scuba dive as Test Divers for DexLabs in the deep end of the DexLabs AquaLab Test Dive Tank with Scubaboy Dexter and Scubagirl Soyen Chen, Scubaboy Beau and Scubagirl Dee Dee to test out the DexLabs Junior TekScuba Gear and Swimwear Sets they are clad in for fellow Heroes to scuba dive and battle underwater in in their never-ending battle to save the Cartoon Network Universe from Lord Fuse and his Fusion Army:

Meet Spike Witwicky and Carly Spencer, The Original Autobot Junior Divers (Since '85), in their '80s retro, minimalist (It was the early 1980s after all), sleek, sporty and colorful school swimwear and scuba gear in the original '84 anime with an UltimateOptimus-Brand Junior Diver Upgrade with new scuba gear and all enhanced with secret TransformerTech, all suited and geared up and ready to roll out and dive into underwater heavy metal action as dive buddies with each other and the Autobots in underwater missions in the first 2 seasons of their 'toon, whether exploring the underwater worlds of Earth, helping the Autobots out in underwater warfare with the Decepticons, discovering underwater civilizations of myth and legend (Looking at you, Atlantis) and yes, Junior Rescue Diver operations involving out-of-air emergencies, scuba rescues, buddy breathing and scuba kisses of air!

Nutshell: the Ultimates of Hope's Peak Academy and the Ultimate Academy for Gifted Juveniles - for starters Hajime Hinata and Chiaki Nanami, Nagito Komaeda and Mikan Tsumiki and Kazuichi Soda and Ibuki Mioda - SCUBA diving in school swimsuits (with a stretchy, yellowy front zipper longsleeve wetsuit in his Former School uniform's colors and emblem printed in Kazuichi's case) and swim caps (with the antenna and horn hairs sticking out of the swim caps in Hajime's and Ibuki's cases and a black silicon swimcap in Kazuichi's case) and SCUBA gear in their Former School uniforms' colors and emblems printed on them.

Hope's Peak Academy, Old and New, has an olympic swimming pool to practice swimming and SCUBA diving underwater in.

Jabberwock Island has a nice supply of swimsuits, wetsuits and SCUBA gear and nice waters to SCUBA dive in, pool or beach.

SCUBA diving is part of Ultimate Astronaut training as Kaito Momota in the Ultimate Academy for Gifted Juveniles listed it.

All it takes now is Makoto Naegi and Mukuro Ikusaba or Kyoko Kirigiri, Hajime Hinata and Chiaki Nanami, Shuichi Saihara and Kaede Akamatsu and yes, Yasuke Matsuda and Junko Enoshima to ask aloud "What if we all attended SCUBA class?" and make that underwater Ultimate Junior Diver idea a reality.
