Akar is for an ATLA themed D&D campaign!

The campaign is set in the time of Avatar Kyoshi with most of the nations being at peace, though a self proclaimed pirate queen, Zengon Ma, exiled from the fire nation, threatens to disrupt this peace. Her fleet dwarfs that of her home country, to live on the coasts of any nation is to live under her rule.

Akar is my eccentric thief of an airbender, around 27 at the start of the campaign, and they have lived the past 13 years on the streets trying to pay off their debt to the "Pirate Queen"

The "tail feather" looking thing is a detachable skirt that they have made as a counter balance for the prosthetics which are designed more for running than anything else, i based the look on the catalina macaw and a mix of several different clothing styles from atla as they would have most likely stolen the different parts of their outfit over time!
