It takes her less time than anticipated to get enough votes for approval (ever since moroi started getting involved in strigoi hunting, more and more nests have been destroyed and morale is up), but she doesn't tell Rose or any other guardian about it until it's done. She does so by announcing it in the middle of the Throne room after a meeting with the royal families, everyone is there.

Rose lets out a screech, and then starts hyperventilating. Christian can't get a word out of Dimitri for 12 solid minutes and he starts believing that the Russian had a stroke. There's a lot of confusion. Rose starts screaming Petrov's name and telling people to vote for her as other guardians start rising up and calling out other names.

Sydney points out that democracy doesn't work like that, but then everyone who studied in St Vladimir starts screaming Petrov's name as well. Adrian has never met Petrov in his life but joins the mass. Abe tells Petrov he's an excellent political adviser and slides a card in her hand, but Petrov is too horrified by everyone screaming her name to answer him.
