The file was nothing out of the ordinary. Name: Touko. Age: 18. Last known location: Nimbasa City, Unova. "Her Emboar is very valuable. I expect it here in a week."
Silver was glad to have an assignment out of the region, to be able to get away from all the madness surrounding Team Rocket as of late. There had been quite a few new recruits and no one to train them. That gathered a lot of unwanted attention for the organization through their mistakes, and now Giovanni had to deal with the mess. If Silver were still there, that would have meant he had to clean it up.
Instead, the agent had a fairly simple task in a region that was far away, yet familiar to him. On the plane, there wasn't much to do, so he ended up studying the file repeatedly. The girl didn't seem like anything special to Silver, so he deemed it'd be pretty easy to get the pokemon and get away. Maybe he'd get close to her and try to steal the Emboar, or maybe he'd take it with brute force. He decided it'd be better to reassess the situation once he met her, and figure out what would be the most efficient way to get the pokemon.

It was early in the afternoon the next day. Silver hadn't caught much sleep, since he was out most of the night scoping out the city to see where the woman was most likely to be found. He had a couple ideas. Currently, he was at a bar and grill across the street from the amusement park. He wasn't drinking anything alcoholic, not feeling like bothering with fumbling around for his fake-id. Instead he had a Sierra-Mist and a hotdog while he waited for the clock to strike 1:00 pm.
It didn't take too long before he finished and dropped a twenty dollar bill on the table to compensate for the price and the tip. The agent quickly made his way out and across the street, where the majority of the people in the city usually were. Paying the fee, Silver headed inside and walked in the general direction of the Ferris wheel, taking a seat at one of the games where you had to shoot water in the hole. He took a look to the side and sighed, only having been there because it was a good surveillance point for most of the area.
Silver sat there a while, laid back, elbow on the counter, pretending to wait for some competition when in reality he was scanning the area for his assignment. Then, as he turned back around in his stool, he looked over at the girl who'd sat beside him, and immediately recognized her as the girl in the file. In an effort to engage her and take the first step in acquiring her pokemon, he spoke with an almost teasing tone and a light smirk. "You have no chance- you'll never win." He was probably going to lose.
