i've always wondered what they do about magical murder in this universe...like, even without a harry potter-style killing curse, there must be 1001 ways to kill someone with magic (oh, did i just shut u in a room and remove all the air from it? my bad). not to mention that they have totally untrained 11-year-olds casting spells and mixing up potions that they test by TASTING THEM (whoops, that bindweed turned the shrinking potion into an Instant Death Potion, oh well) it seems like people would be getting killed left and right, so does the Great Wizard get to decide the punishment for that? does the magic council? what DO they do to you if you accidentally vanished the real girl instead of the clone?

no but really, the Code clearly has ‘an eye for an eye’ embedded into it, given that Ada legally owns Agatha’s powers after a duel. And the duel was easy as pie to challange for in the first place, and there wasn’t anything anyone could do about it.
They’re uncommon, if not downright rare, but dueling to take away pieces of ppl’s souls are perfectly acceptable under the laws of the Code, which also forbid any reactionary responses from connected persons. Hecate couldn’t just fight Agatha and win and turn Ada back into a human not a snail, she had to get crafty about it.
And the Code is based on ‘do no harm and leave other ppl alone’ but there are oodles of spells and potions that ppl can perform that contradict the Code, so it’s basically an honour system. And bc of ppl differing alignments re ethics and morals, that really doesn’t mean much for the foundation of a culture, bc ppl will do what they want if they can justify it to themselves.
So there’s checks and balances, but they dont work bc the only governing body they have is jury of peers overseen by a fascist who also does what he wants.
