They really should have cancelled it after Series 4.
It wasn’t just that Michael J Fox left. I mean - Charlie Sheen was no match for him (he really wasn’t) but it wasn’t just that.
If you look at the other cast members that left along with him it’s clear just how badly wrong it went :-
Connie Britton
Alexander Chaplin
Jennifer Espesito
Victoria Dillard
And - more to the point - it left the senior staff of The Mayor’s office with one woman in their ranks, and so the jokes started to become entirely about the male cast members.
Essentially it wasn’t anywhere near as good because instead of being a show with some level of balance between the male and female staff it was entirely biased towards the male staff. Which might be entirely realistic in the real world, but doesn’t entirely make for good comedy.
A few scenes from the C-plot of Spin City, Season 3, Episode 18: "Back to the Future Part IV: Judgment Day." In this episode, Stacey's aunt Marie has begun an affair with James in the hopes of losing her virginity ("So I'm the right person?" "No, I just got sick of waiting."). Problem is, James is about as inexperienced as Marie is, so he goes to Stuart for advice. What follows is, in my opinion, one of Alexander Chaplin's best scenes in the show, and a crowning moment of unabashed scumminess for Stuart (I'm convinced that in addition to spilling the beans to Stacey, Stuart also switched out the cassette tapes, though I do think it's funnier if James made that mistake on his own).
