Why [Nynaeve] did not just set Alise down, Elayne did not understand.

Because there's nothing to set the woman down for, and Nynaeve knows it. I think without being so flustered by Lan, Nynaeve would have simply enjoyed Alise's competence. Although there seems to be a bit of jealousy, because Nynaeve herself has to thump heads to get anything done, and Alise just... calmly tells people what to do, and then they do it.
