You know that alternate version of Zootopia that they scraped? The one with the tame collars? I was really curious to know how that version of the movie ended, and I think I found it, and I'm going to share it with you.
So similar to the finished version that was put out, the preds are going savage, and it's revealed that the mayor is hiring gunmen (Gun sheep?) to dart preds who aren't wearing their tame collars.
In this version, Gazelle, Zootopia's big pop star has been using her influence to bring attention to the pred's lack of rights and is planning a giant concert that involves her doing a big dance number in a huge cage on stage with her back up dancing tigers as a metaphor for the animal's oppression. the mayor is going to have all the tiger's darted with night howler serum and attack Gazelle in front of a live audience, squashing the movement.
Nick and Judy, after going through their arcs, going from enemies to trusted friends, discover the plot and plan to stop the Mayor and reveal the truth. Through a series of events, it's the two of them who end up on stage in the cage with the savage tigers instead of Gazelle and to make matters worse, Nick also gets darted.
But instead of all the preds attacking Judy, Nick, even though he's in his savage animal mindset, still recognizes her as being "his pack" and protects and defends her from the tigers. The whole arena watching sees that even when preds are at their scariest and most dangerous, there's still more to them than just being meat eating machines. They have protective instincts, they feel love, etc.
Judy and Nick are freed from the cage just in time. The preds are cured and go back to normal, the Mayor is exposed and the whole event tips things over the edge in convincing people to get rid of the law that forces animals to wear tame collars.
