I think its more anders hates fenris because despite knowing he was abused by mages fenris' words mirror those of his abusers and at the end of the day the mages in Kirkwall are largely abuse victims and the threat of them becoming abusers is used to justify their abuse, similarly fenris hates anders because despite knowing mages are abused he came from a situation where mages having full support led to his abuse and it seems anders refuses to acknowledge the possibility of abuse.
