With Gaius and Obie, who approached who first when they first met?
Gaius was the first to approach Oberon, on account of Gaius' need to fill out the ranks of his fledgling warband at the beginning of Personal Story.
As both were former centurions (Oberon's tenure was quite short), and being roughly within a few years of one another, they weren't entirely strangers; they knew of one another prior to Gaius' invitation to the Horns, which at the time consisted of himself and Augustus.
The invitation was interesting because it wasn't the sort of invitation Oberon expected on account of his history and record--ie his penchant for killing superior officers he disagrees with.
Gaius made it clear early that Obie was being offered a position as lieutenant; so why would Oberon trust him, with Gaius also plainly making it clear that he knew Obie's record? Well, Gaius had done a bit more research than the bare minimum, looking into names of the dead, including several legionnaires who weren't attributed to bands Oberon would have been part of? Who was the old man killing, and why? The answer made itself known rather easily, and unfolded itself in the second half of Gaius' offer: Gaius offered a second place in the warband to Sigmund, the sick and handicapped cub of Oberon.
If Oberon worked avidly and efficiently, he could provide for the cub he'd spent so long working to provide for; and in fact, the cub could be on payroll himself! It was an easy decision for him to make.
