Lapalme, Joliette lawyer, appointed yesterday to represent the Joliette town council on the board of arbitration granted to investigate wage and work disputes of municipal employes in that town, met here today with Elphege Beaudoin, president of the Quebec Federation of Labor and workers' representative on the board, and nominated Antonio Garneau, a Montreal lawyer, as board chairman.
The appointment of Lapalme, announced today by Mayor J. A. Boisvert, of Joliette, averted a general strike among employes of the town's police, fire and public works departments.
Mayor Boisvert, when announcing the council's choice of a board representative, denied an earlier report that a labor agreement had been signed by council and unions officials to avert the threatened walkout.
