♥ - What does ‘love’ mean to them?
Vergil probably wouldn't be able to offer a precise definition, but he shows love by action. At any cost, he will protect the people he loves with a greater regard for their safety, future, and happiness than anything else -- even his own relationship with them. If it means being despised, then sometimes that is necessary and worth it for their sake (and maybe they're better off without having to worry about him anyway).
As far as others' love for himself, he tends not to be quick to trust the affection others offer. Proving that they put up with and care for him for whatever inexplicable reason will force his hand pretty quickly, though. Also being able to generally tolerate or enjoy his company despite everything wrong with his personality (he's quite aware of it) helps a lot.
☼ - Something that/Someone who makes them happy.
Usually, I consider answering anything like this with Dante to be kind of cheating, but in this case I think I'll make an exception.
At least for most of his life, Vergil knew Dante loved him, whatever fights they may have had. They were brothers who stuck with each other through thick and thin, and as much as Vergil struggled with the feeling that he didn't deserve it and that one day Dante would realize that too. But nevertheless, he knew his brother, knew that he was ultimately too forgiving and too kind and didn't know what was good for himself enough to push him away.
Despite this skewed view of his relationship with his brother, Dante singularly held the power to veritably force Vergil to get over his unhappy, short-tempered predisposition and smile in spite of himself. And to this day, despite everything that happened between them, thinking about his little brother is still possibly the best pick-me-up possible for him. Dante is, after all, the person who means the most to him of everyone in the world, and memories of fun they had are still some of the best he has.
♔ - Do they value loyalty?
Greatly. He does not expect it and is almost guaranteed to be surprised by it with most people, even those he knows well enough. It's humbling to have someone insist on standing at your side, whatever difficulty they may be facing. It makes him feel indebted enough to return the favor persistently, often enough, even when before, he might have cared very little about what happened to the individual in question.
