A lot of Mai's character is being quiet, stoic and the perfect noblewoman. As equal as society can be, she's still an underage omega, she can't really fight her parents'authority, she can't fight the Firelord's authority. Love doesn't mean much during the war. Ozai chooses Mai for Zuko, and he allows Azula to fool around with anyone she wants until he finds an omega from a good family line to marry her.
Mai isn't a fan, even when she's aware that the only reason Ozai might allow Tyzula to mate is because of Ty Lee's family's tendency to have lots of pups. Ty Lee isn't a fan of the concept that if Ozai allows something official, it's because he'll expect her to pop out litters and litters of pups. However, in the end, both Mai and Ty Lee are still nationalist imperialistic girls just enough to do whatever Ozai tells them.
(Really, they don't change so quickly. The whole betrayal is about not letting Azula kill her brother and not because they believe the war is wrong. I think of the three of them moving away from War!Fire Nation's values.)
Here's the thing: it's consequences of Azula's upbringing and her experiences in the war. She's as happy as she can be, she heals as much as she can heal. Considering everything? Mai is glad that Azula is still alive. It hurts, and it's complicated, because both were hurt and all. They try their best. Azula feels safe with Mai, there's that constant nagging in the back of her mind that makes her wonder sometimes. She has her bad days.
Azula grew up in a terribly abusive household, she was sent to the war at 14 (Mai's not much better, with not that great of parents and being taken to the war at 15).
I have AU ideas where things are much better for them, but it's no war AUs, Ozai is less of a bitch AUs.
It works for them because they fit, they're meant to be, and they're much better parents to their children than their parents were to them. Actually the closest Azula gets to create deep bonds again is with her pups and with the Gaang's pups.
