Elliot: Then they can come into the Tower and register for hero/power training at any time, or stay a civilian.

Poppy: However, if you're powers are considered a high-level or city-wide threat, you may be required to register them and come in for mandatory power training.

Bubba: The Tower has no control over that system though, that is the Heroes Association, while the Towers are under their jurisdiction, they have no say in what rules you follow when it comes to your powers, we can only enforce them.

though. technically. if we’re going to go completely literal, theyre nblm, which doesnt have a word outside of the acronym as far as i know? theyve just. “been” gay longer than theyve “been” nonbinary, so they stick with the word despite the fact that it doesnt technically apply to them. its been a part of their identity longer than the gender thing has.
