Website to post study questions?

I’m looking for a website to post study questions for people to then answer. (Like Yahoo Answers but more responsive/reliable) I have used one in the past but can’t for the life of me remember what it is called! 

I’m researching Victorian England and I’ve read the phrase the "residual complexity of the English rural social structure”. Now, it’s really bugging me that I do not know what “residual complexity” is, and on googling it I cannot seem to find a simple enough explanation for me to link it to English rural society.
