You're not over this person probably because they could never love you back the way you wanted them to, the way you needed them to.
Headcanon: This is Athrun to Lacus. Athrun never really got over the obligation of their arrangement and let himself love her. Lacus wanted to love him, and did, but let him go for both their hearts and sanity. And Athrun became the one she will never really get over.
She resents him for it at times. And he... well, he will eventually make some revelations about himself, and about her, and about not being so tunnel-visioned.
Prompt: Athrun realizing Lacus sees Kira as a brother-in-law and friend rather than a love interest. Please!! :)

“I want to go swimming,” she said, “but they–” gesturing to her security detail, invisible not for discretion but because she’d decided to take a walk in the dark with the best shot in two militaries, “–will not let me.”
Instead of wholeheartedly agreeing with them, Athrun had found himself stepping over onto the sand and extending his hand. “Here,” he’d ventured, tugging her towards the night waves of the Pacific. “You can at least get your feet wet.”
Maybe it was his boots. They’d been Coordinator-designed for heavy use, so a bit of sand and seawater was nothing, but now he watched the surf rush back and forth over her bare toes, and she still hadn’t let go of his hand.
“I’m deeply fond of Kira,” she began– and suddenly it wasn’t a night beach with a moon in Orb; it was a bright afternoon in PLANT and Athrun couldn’t hear what she was saying; then he realized she wasn’t saying anything, just looking at him, curiously.
He’d probably clenched her hand. “Sorry,” he stammered.
“He means so very much. I don’t wish to go to bed with him, though.” Now hot, instead of cold, and Athrun couldn’t find anything to add; the waves were probably making more sense than he could. “I find I have great difficulty viewing him the same way.”
“As what?” He’d opened his mouth. A voice had re-surfaced.
Lacus smiled down at their tangled fingers, pink hair curtaining her face before she shifted and smiled at him with moon-reflected eyes. “Most of what I used to envision involving a fiancé.”
Today, I was in the bathroom at work. As it often happens, I thought of something while washing my hands. Something about hot water gets the brain moving, I guess. You see, I have never quite known how I was going to write Athrun/Lacus. I love the pairing, but how do you get them together?! They are a pair with too much water under the bridge and they know it. By Destiny, Lacus is devoted to Kira, Kira cares for her in return (by the end), and Athrun is hung up on Cagalli (no comment on that topic). And yet, there is something about the way Lacus is with Athrun that says she still cares. And today, I realized it.
Athrun is Lacus's Chris. Her first love, I guess you could say.
Chris was an adorable boy who was in my classes in high school. I had a major crush on him. But although we were friends, I could tell that was it. He didn't care for me the way I did for him, and I tried not to push him. It as far more important to remain friends. So I dated other people, let myself fall in love or at least think I was, and tried to be happy for him when he was seeing someone else. Sometimes I even really was happy for him. But goddammit when he paid attention to me, it made me feel special. For five years of school, I did that. Even after, in college, I held a little flame for him. Sometimes I would think about or dream about if things had been different. If he had said he wanted to see me, I probably would have dropped everything to do it. Dropped anyONE.
We're older now, and gone our separate ways. But I still remember him fondly. Sometimes I think that if he came into my life again, I would still want to drop everything just to see him. I know it's silly, and it would never happen, but part of me would want it to, just to know he felt like I did.
I think Lacus feels that for Athrun. And... Athrun does for Lacus. She is after all the only person who seems to get through his stubborn skull. But they are caught up in wanting the other person to be happy without them that they are not communicating to each other. Lacus has found someone she cares for just as much, someone who can return her affection in a way she never sensed from Athrun. And Athrun, he thinks he knows what he wants. So they will keep moving forward, the way they are.
Of course, if something were to give one or both of them a little push...
"Don’t move, I just got comfy."
"Selfish," Lacus said lightly. "There is very little I can do with your head in my lap, Athrun Zala, however much I desire to have you smiling…" she traced under his turned-up bottom lip with her forefinger.
"If you will allow Green-dono and Okapi to keep you company for the three minutes I need to use the bathroom, I will make you comfy when I return." Her hand stole his sunglasses, uncovered green eyes gazing at her as she put them on herself and gently shifted his head down to the grass. "Deal with it, correct?"
