You keep saying you don't test for Modern, but you release new cards to legacy "all the time" via commander into legacy with presumably the same amount of testing. Why is Modern different?
The Eternal formats are designed as a place where (almost) everything is playable. Modern was created to be more curated.
Also, a magnitude more people play Modern than Vintage or Legacy.
I actually agree that colors having weaknesses is a good thing, but I think it is bad when color pairs are completely unable to interact with a particular thing. Black being unable to deal with enchantments is fine; red being unable to deal with them is fine, but together it creates a combined weakness that's intrinsically crippling and I don't think that other color pairs have combined weaknesses to that extent.
Every color combination has weaknesses, it's just not always to a card type.
