Okay, I know I should respond to this in character BUT I was literally saying the other day that Cryo Delusion C.hilde would be terrifying because, as one of my fellow C.hildes pointed out a while back, he could flood a person’s insides with Hydro but also with a Cryo Delusion, he could then switch and freeze that Hydro inside them, effectively drowning and suffocating the person at the same time

Zhongli, who has been watching over the people of Liyue and ensuring prosperity for generation after generation for thousands of years, has ( indeed ) a gentle soul. A giving and caring nature, worthy of a god so adored by his people.
Whenever they have needed him, he has responded. Little does it matter how difficult their request may be, as we learn from his character story ( 5 ), "That Which Rises From the Sea".
The number of people he cares about is not exactly small. Or strictly bound to obligation, either.
Zhongli is a good-natured ruler, man and friend. Willing to lend his help, whether in the form of words of wisdom or strength, and whether it is within his power and capabilities:

It has taken its certain amount of time.
But it ends up coming from the peace of mind that only the autonomy of his people has been able to give him ( after the events that followed the resurgence of Osial ); the way Zhongli no longer needs to be in full and strict control of his life. Or theirs.
Quite happy and at ease. Open-minded and experimental, he allows himself to be, now more than ever, as he ventures into the mortal realm /as a mortal man/, whose current interests revolve around birds and flowers and antiques ( Xiao about Zhongli ) and whose primary concern may or may not simply be the source of his Mora at the end of the day. In the worst case.

Zhongli sees Liyue and, if asked, would say he is proud. Regardless of the lingering sorrows and regrets that will not go away so easily, he thinks he's done an efficient job. His people can take care of themselves and he has stepped down just in time.
