When Tony and Bucky shared blood, they formed a blood bond. Strange will come over and give them a magical check up... it’s one of the reasons that newbie vamps are very attached to their sires, most of the time, they have this bond between them, when the older vamp gives blood to the new one, it forms an emotional tie. But since Bucky killed Red Skull before he got turned, Bucky never had a blood bond with anyone before.
Since Tony’s an incubus, Jarvis -- the demon that lives inside him -- won’t allow the vampire toxin to spread, so Tony won’t become a vampire. (that’s why Tony’s so tired right now, Jarvis is fighting off the pathogen that becomes vampirism) but they’ll get a lot of the benefits of the bond; including direction sense, sharing emotions if they’re in the same room, sharing strength.
