Hello, this post comes out of nowhere, and perhaps out of character from me, but a situation arose with someone I know and this is not only a warning about this commissioner in particular, but also for people to learn and watch out for these behaviors, in the case you were to encounter any of this while being commissioned, cancel immediately.

Some time ago, tumblr user celestialborn commissioned an artist that I shall leave anonymous for the time being, this is NOT ME, I am merely making a warning post.

The user, which we’ll shorten to Red as he prefers to be called, paid for a USD 50 commission, a full body Genshin Wish / splash art, weapon included and the like, this being… A cheap price, this will play into matters later.

Red had been warned that his commission would take some time, more than once, and due to an emergency the wait time got longer, he was warned of this, yet he chose to hound, harass and stalk the online status of the Artist to poke for the commission, at the time being, the Artist had other commissions in Queue (which was also mentioned) and they felt forced to push Red’s commission on top to stop the constant harassment.

Despite this, all the warnings and Red SAYING he would wait as much as they needed, Red continued with the constant messaging and eventually forced a full refund chargeback via Paypal, despite there actually being progress on the commission and the artist having worked with them on fixing some details which, in all fairness, should have been charged extra.

**ATTENTION ARTISTS** Please Share this! Beware if this person comes to you asking for art! Eric Neely may seem like a dependable commissioner, but I think it needs to come out that he has scammed many artists here on Facebook and Instagram, including myself. Some artist's we've talked to have requested to remain anonymous, but another artist (Jordie) and I have our own testimonies.

I posted this on Facebook but was advised to also post this on Tumblr as well. So far lots of other artists have come forward saying they were scammed as well. But just in case, I think it needs to circulate here too.

Eric had bought a commission from me and told me he'd pay in November, but then didn't pay me until Jan. 6th. (I don’t do art until I’m paid first). 2 weeks after payment he told me his parents were getting suspicious about the art and they wanted a refund, even though he claims he didn't want it. I assured him that I was working on it and sent him an update.

I finished the drawing on February 19th, and sent it to him, and I didn't get a response. About a week later, I got a paypal notification that someone requested a refund from me. I asked Eric about it and he claimed it was his cousin's paypal (Kenneth) and his cousin was the one who did it. He sent me a screen cap of him messaging Kenneth about dismissing the refund, but then didn't send a screen cap when Kenneth responded. I disputed it with Paypal, but then I was penalized 20 dollars from this "Kenneth" guy's bank. I talked to paypal about it and they said he requested the refund directly through his bank claiming he didn't get the "requested item" even though I finished the art.

Eric apologized saying he was so busy with school and hadn't been on Facebook, even though it said he had seen my messages and he was posting a bunch of pictures of himself to Facebook. When I came out and said he or "Kenneth" owe me 60 dollars (40 for the drawing, 20 for the penalty) didn't responded to me. He finally messaged me today saying that he was going to get me the money back tomorrow, but I have a hard time believing him. Plus, how do I know whether or not he'll just refund that money too? He also blocked me immediately after so I couldn't message him, telling me he's gonna be away from Facebook to focus on school. Which I know is a load. He also blocked my friend Audra.

Jordie had come to me in November saying Eric wasn't paying them for art and then buying art from other artists. Jordie was eventually paid, but I came to Jordie when this happened and Jordie had the same thing happen. This is what they had to say: "Eric requested five pieces of art from me, each cost $10. Took him 2-3 months to finally pay me in full. A month later turns out he used someone else's paypal account to send me money and Paypal sent me a dispute which held and took the $50 AND a $20 banking fee, and it ended up being taken away from me regardless of me fighting against it. He has yet to do something about it."

Now it's not for certain, but Audra, Jordie and I are pretty sure that his cousin "Kenneth" is fake. It just doesn't add up. I emailed Kenneth myself, as well as tried to add him on Facebook. I got no response. With all the things Eric tried to pull it, we just think it sounds fishy. Regardless, Eric Neely and or his cousin Kenneth Polk took money from us and that's not OK.

So why am I doing this for just 60 dollars? It's not because of the money. He's scammed other artists. I'm sure he's scammed other artists besides Jordie, I, and the other artists that wish to remain anonymous. I want this out there so people can be aware, and also if others have been scammed by him to come forward. PLEASE SHARE this around! His name is ERIC NEELY on Facebook. He really needs know that what he did is not ok.

A fraud named Gregory Welter

We would like to warn you about about a Russian "professional artist" and “artist’s agent” (as he calls himself) Gregory Welter and ask you not to commission him, or at least think twice before you do. Here’s some reasons why: - he traces photos to make his "art" and the completed piece is often just a photo with some Photoshop effects and a lineart drawn over it. Comments from his followers below: "this is the heavy burden of all the commissions with not-so-good-looking chicks" Gregory replies: "Aleksey, I wouldn't say it's a burden, at least it adds some variety to my workload But trying to draw ugly women and keeping the resemblance while making them look tolerable enough at the same time - yeah, it's a little sad." So obviously he got paid for stealing artwork (made by a person who has nothing to do with him and has no idea their image was stolen). When he receives the payment, he often just disappears without finishing the commission. Story №1 I ordered a picture from Gregory. A simple one. The fandom was Kuroko no Basuke. References were provided, as were color/mood requirements and basically everything else he could need. I wrote to Gregory, but as it turned out a paying customer's request is not at all important to him. I asked for a bright red haircolor and got a pink-haired guy. By the way, the yukatas are drawn all wrong too. Nonetheless, I just thought it was my own fault, my description wasn't precise enough or something and decided to order yet another artwork from Gregory. After Gregory received the payment in advance, he ignored me for month, then he wrote me this: "Hello! I have some sudden issues with my tablet, sorry I haven't warned you, I've lost the link to the thread. Right now I am trying to get used to my friend's tablet and finishing up your commission. I am very sorry for the delay." And then he disappeared. Gregory just took the money and I never got my commission. Story №2 A girl commissioned Gregory to draw a portrait of her friend who recently committed suicide. Any other artist would have shown some respect and attention because a commission like this isn't something like a picture for your avatar on social media. Gregory Welter decided not to make any adjustments to the picture and just took the money which were paid in advance. Meanwhile she ordered another portrait. She requested her friend to be drawn as an angel and gave Gregory the photo with the man holding a glass. Both of the resulting pictures were very sloppy and of low quality, the customer is unhappy with them. Besides she is really offended with such a disregard for commissioners and lack of respect and she takes this as an insult to the memory of her late friend. - Gregory is suggesting his «agents service» for artists from post-soviet countries (Russia, Ukraine, Belarus and other countries of Commonwealth of Independent States). He is swindling them, using that most of artist from that countries don’t know prices for works abroad, don’t speak English or don’t have opportunity to use paypal because of some restrictions in their country. Here are some schemes of his fraud with artists: 1. Gregory suggests his middleman services for 10-15% commission, right way stipulate that commission won’t have an influence on the artists price. With artists who know the real price of their works Gregory doesn’t work. Gregory is concealing from artists where their works are, as well, he doesn’t give any links to his resources in the internet and changing nicknames of artists, so that customers can’t find artist by his own without Gregory. Please, don’t encourage fraudulent activity of Gregory Welter! Don’t take orders from him and share with your friends. It is better to connect directly with artists, if you want to order an art from one of the artists who are cooperating with Gregory. Don’t allow to the fraudster to profiting on talented artists!

I want to alert all artist about “Kristina Wolf” on facebook, who commissioned me in October and refuse to pay me for my traditional art tattoo design for over 4 months. First she lied about that she will have money during November, then she refused to answer at all and put me to ignore on her facebook page (since from my account i cant see it anymmore). If she commission you, please, refuse it.

In mid-September, I noticed that a popular Homestuck cosplayer was doing commissions. Thinking I could trust her, seeing as we had spoken in the past, I arranged for her to make me a fancy god tier Aradia cosplay-- not even the whole cosplay, just a shirt and jacket and wings. I asked for it to be done before November 1st, and Heaven, (then tumblr user davespriite, now yattemitai) promised up and down she would get my commission to me by then. November came and went, and I didn't see a single indication that I would be getting my cosplay-- while Heaven went on to make multiple cosplays for herself, and even talked about other people commissioning her!

I paid $100 for this commission, including $15 for shipping, and it is now 9 months later, and I have not gotten my commission. It's my own fault, I made the mistake of sending her cash money instead of paypal or somewhere else where I could get a receipt of pay. But that doesn't change the fact that I was, essentially, robbed by Heaven.

Every time I went to ask her if the commission was going to be sent-- rather politely and calmly-- she assured me that it would be coming. Even after I came to her and said that I wanted a refund, she informed me that she WOULD NOT be giving me a full refund, because she "already cut into the fabric". And now, that I'm fed up and I pointedly asked her over skype whether or not I should stop waiting for the cosplay commission, she deleted me off skype! So now I am down approximately $100, still, with no commission in sight, and no refund as a possibility.

I would like to make this post to inform everyone to under no circumstances commission Heaven Slye, tumblr user yattemitai. If you know someone trying to commission her, please advise them against it. If I can get this spread around and manage to get my money back, that would be fantastic, but this is just a PSA about awful commissioners.
