I have an idea. The Metru can transform into Hordika if they want to. Ketongu didn't remove the venom, merely returned them to their original state. They can switch between the two... Sorry. Its just an idea I got while watching Claymore...
Hmmm, interesting idea. So maybe if they didn't turn into Turaga immediately and stayed Toa for a while, they might have accidentally discovered that they could do that. The novels did mention that after they changed back they made peace with their inner beast rather than eradicated it.
And maybe Keetongu must have neutralized enough of it, but a small amount remains in only one area, and its spread can be controlled by the Toa at will. So maybe later on they learn to use it so that it affects their physical form only but they still have mental control over their emotions.
