He had an entire criminal gang under his control. They could have grabbed Bill at any time and nobody would be able to stop them.
But that's not the point.
Dimitri wanted Bill inside the time machine. He wanted Bill to panic in the claustrophobic space as the machine malfunctioned around him, smoke and sparks flying around him. He would be completely powerless to escape, believing he was about to die at that very moment.
In short, Dimitri wanted Bill to feel exactly as Claire did in her final moments.
