This term was created for those who don't feel they fall under the nonbinary umbrella, for one reason or another. Many, but not all binary+ individuals may also identify with extrabinary. It differs from extrabinary in the fact extrabinary was created to be a partner term to nonbinary, while binary+ is it's own thing.
