Circle to Circle

Dan MacKinnon (@mathrecreation) posted an excellent mathart piece about bipartite graphs between two circles that got me playing around.  One of his images below. 

Bipartite means the vertices can be separated into two sets so that every edge had an endpoint in each set. In this case, both sets are points on a circle. His was much more structured than this, which lets you mess with everything. Choose lines or segments, concentric or not, and the circles really made me want to see it move, so you can spin the red circle. What does that LCM checkbox do?
