I am under the impression, Kupperberg already knew the ending off this story at this point, as I can see many foreshadows here and there. But most of all, I can see hints at future books he will be working on (Peacemaker, Checkmate). Technically speaking... this is the beginning of Checkmate.

The ex-KGB spy, Katia... I am pretty sure she is the same Katia that helped Batman against the Dark Rider. DC Database doesn’t think so... but the hints in the story make me think she is (also dark rider will come back).

I found the prison chapter to be quite entertaining. Especially with all the crossed interests in place. But it is not clear what happens to Black Thorne here (it will be revealed).

The Batman in this story was visually inconsistent... sometimes he looked cool as above, and other times he looked as usual. Not sure what happened there.

I also found Harvey Bullock to be too clumsy, even for pre-crisis standards. It’s interesting that this side of the character was left aside by the time he made the jump to other media (and more current comics).

Ntombi used to be a big girl. A simple lady with little care in the world than food. It was a simple life until she who he loved lost everything he had and she lost him. It's another time, another life. He was supposed to be lost to her, gone, forgotten and now there he is.  He was supposed to be nothing more than a part of her past. But if that's the case, then why does she feel this way?

* This contains spoilers from books 2-5 don't read if you don't want spoilers* I just realized that in cross my heart hope to spy page 21 where is says " Cammie doesn't know anything she didn't suspect anything we can't tell her Joe we can't tell anyone not until we have to.. not about black thorn not about anything" Rachel and Solomon could possibly know that the circle is after Cammie they don't tell her because they want things to stay " as normal as possible for as long as possible" that is why Abby already knew who the kidnappers were in don't judge a girl by her cover they knew because they got intel from Zach who goes to Black Thorne who told solomon who is trying to take the circle down they just don't know why the circle wants her not yet ...
