My understanding is it went something like this:
Brexiteers hailed the decision to reintroduce the pre-1988 dark blue passport as symbolic of Britain's newly regained sovereignty. The EU doesn't require member countries to issue passports of any particular color.
It's good to have priorities.
Croatia. EU Member. Blue Passport.

So according to the BBC (Brexit Broadcasting Corporation) the blue Passports are going to be printed in France due to the EU rules?
Unfortunately, even when told by a child, that is still a lie.
While there is an EU rule that says that if a government who is doing an open call for tender, must allow companies from other EU countries to bid on it. There is no EU rule to tell a government to hold one in the first place.
But according to WTO GPA rules, every government project for over €5 million mut be put up for open tender. Not just in the EU, but among all WTO members. So it is not EU, it is the WTO rules why France is now going to print the new blue passports.
