A plea for assistance regarding preventing photographers in shooting at public places and historical sites

A pleasant and peacefull day to you and to your office, I am Alfonso Juan Y. Dillera, an amateur/hobbyist photographer living in Metro Manila. I wrote to your esteemed office regarding the increasing threat against me and majority of the photographers around the country shooting on public places. We are photographers, we are not terrorists. A recent news as seen on SAKSI, broke out a lot of frustrations of photographers around the country; with them being prevented, nay persecuted by shooting photographs in public parks, historical sites and tourist spots here in our own country. If I may be so humble as to say, this has to stop. We as artist believe, and as far as my knowledge of our constitution is concerned; that we are eligible to have the right of self expression and that as long as we do not trample or step on any other's rights, that we may express our art freely; free from persecution and unjust behavior from anyone (Article III Section 4 1987 Philippine Constitution). This is not the case as to what is happening now. Living in Manila, I'm bounded by three choices: shoot in a studio, shoot at Parks and Wildlife (Quezon City which is not even a part of Manila) or shoot in Ecopark (Quezon City). Which, my arguement is, there is not a lot of options to choose from. I have utilized each environment stated above as a heaven for photographers that need a location free from persecution of the outside world. While all the time we have a lot of parks and areas waiting to be revealed hence utilized but isn't because apparently I (or we) can't shoot there. This is my first letter addressed to any government office, and I believe that your office is true and just in your vision of opening up this great country for tourism, but I implore your good office to not close it's doors to your fellow Filipinos. This situation of persecuting photographers in public places, be it harassed, prevented and threatened of legal actions has been the status quo and has always been a subject of interest in local groups. All the while, foreigners taking photos of landmarks here in our own country is approved, nay encouraged by the same people who persecute us. This is unjust and in my own words, weird. As one friend said to me "I'd hate to say it but I've been a second class citizen in my OWN COUNTRY". Let it not be so, open the public places to the general public. Let the people of this great country enjoy what it is that is duly right for them. Let us, photographers shoot in public places and historical landmarks without fear of harassment, threat and persecution. 3000 (and a whole lot more) photographs of great places here in our country would always be a great tourism poster than a government agency releasing 1 poster. We are your ambassadors, hence during this time of crisis and persecution against us, we ask your humble office to take notice and act regarding this serious matter. My "Bawal Mag-Shoot Dito" Experience
Remember this video project we made for our Art class? During the production period, we already experienced the "Bawal Mag-Shoot Dito" moment. Day 1 pa lang talaga!
We were shooting at Baluarte de San Francisco de Dilao (in front of Mapua Institute of Technology) in Intramuros when a Security Guard (not Guardia Civil) approached us. I was busy directing so di ko siya pinapansin. He asked one of our team and good thing she said it was for school (for school naman talaga), as brief as that! I already saw him from afar though, and he was mouthing that "Bawal Mag-Shoot Dito." He was there the whole time and it pissed me off so we left as soon as we finished. In Balauarte de San Gabriel (in front of Colegio de San Juan de Letran) there were no guards to we had all the time to shoot there. Finally! Freedom!
But not for long. The same thing in Baluarte de Dilao happened when we where in front of the Manila Cathedral. Talagang lumabas pa yung guard leaving the entrance of church with no security to tell me that shooting is prohibited in Intramuros. So we went to Plaza Roma, sa fountain. Good thing! I was good in hiding so hindi nahalata na I was shooting.
On a different shooting day, we went to Luneta. I notice guards looking at me but hindi ko na lang pinapansin. I must admit, the scenes we're about to shoot that day were parang masyadong obvious because of the props and stuff! Another thing is, we were shooting right at the back of the Rizal Monument. When we were leaving na, I saw some guards approching. Hahaha! Lucky timing!
Attention Department of Tourism (pati narin ang Intramuros Administration and National Parks Development Committee)! If the you wants the Filipinos to promote the Philippines (for free), they have to let their people to take photos of the different scenes for free! No need for permits and fees!
So guys, next time you go to PUBLIC places in Manila, watch out!
