ooo very good question! nerevarine Waelin lore inbound:

Waelin has a deep, significant reverence for Nerevar. he relates to the old hero a lot and even thinks they are spiritually connected. but it's important to know that Waelin does not think he is Nerevar reincarnated. he venerates the old hero and acts on his behalf, but he knows they are very separate people and souls. this is partly just my interpretation of the Nerevarine prophecies in general, but it is especially emphasized in Waelin's story.

his fulfillment of the Nerevarine prophecy begins as just another mission willed on him by the Emperor and influenced of course by Azura. but the more he learns of the history (especially from the ashlanders account) the more personally he takes the entire quest, seeing to it that revenge is taken and justice brought to those who wronged Nerevar all those years ago.

it all leaves a bitter taste in his mouth, though. Nerevar was a cultural hero and beloved by his people. and yet he was betrayed, cut down, the truth of his story forgotten. Waelin relates to that a little too much, and fulfilling the Nerevarine prophecy doesn't really bring him any happiness or peace of mind. after Dagoth Ur and the Tribunal are dealt with, after he does all he can for the general Dunmer population, he leaves Morrowind a bit crestfallen.
