Complete left-field theory: The Curator
As we all know, Tom Baker plays the Curator in Day of the Doctor, and it’s often supposed it’s a projection of the Doctor’s future, like the Watcher or the Valeyard. I just had a thought with very little to back it up. The Curator is not the Doctor.
The Curator is a future regeneration of Braxiatel.
I have very little to support this theory, but I like it. Braxiatel is known to have one of the most magnificent art collections in history. He is known to acquire art from other museums, especially if the museum is likely to be damaged.
Braxiatel is desperate to impress Romana and has excellent control over his regenerations. If he thought looking like an older version of her Doctor would impress her, he might well do it.
Furthermore, if Gallifrey decided they were willing to stop pretending they’re dead so the Doctor will leave them alone exit the time lock, there would not be a long or excited list of people who would want to tell the Doctor about it. Some timelords, eager to avoid this conversation, might well insist this is Braxiatel’s place and his alone to speak to the Doctor.
Braxiatel would not need to say, “Hi, it’s your brother. Remember the time Romana took a princess’ face and you took Maxil’s face, well I’m wearing your face, except older because I’m more mature and don’t die as often.” because that’s how timelords work.
