Since NPCs are by definition not controlled by any one particular writer, most people consider them a part of the “community chest” when roleplaying, that therefore anyone can write for and control. But, some writers have rules that whichever writer brings in the NPC, it then becomes their character to control just as much as their main. Often, if people feel that way, they’ll mention it on a rules page. However, as it’s an opinion that changes from partner to partner, my advice to you is to discuss it individually with a partner when plotting, or send them a message saying what they think of the direction you would like to steer the plot. If you have their permission, then it’s not really godmoding.
But in the strictest of definitions, no I think most people do not consider that “godmoding” - but that’s not to say that it doesn’t still get on some peoples’ nerves. Best advice I can give on that subject is to simply ask people individually what they think before doing it, either by sending them a private message or asking if the tags if you know they read them.
