Vietnam and Russia were caught lacking, with the two nations engaging in backdoor biological weapons negotiations with private organizations allegedly based out of the UK.
In the process of delivering the weapons, the containers holding the weaponry had a breakdown, resulting in a large-scale biological disaster involving a huge spill of anthrax in the cities of Berlin and Dresden.
