Yes, they are allowed to attend any school they want, including just regular old public school. It might not be the best experience for them though, depending on where they are and the social climate of the school.
Anti-mutant sentiment is harder to avoid in regular schools; there’s almost always at least going to be one group of kids who were raised to believe that the “mutant freaks” are somehow inferior to themselves, or too dangerous to coexist with regular humans, or both. You run the risk of bullies who target mutants specifically, of staff and administration who turn a blind eye to this, and likely not having many, if any, other mutants in the school with them.
Obviously not every school is going to be exactly the same. Areas of the country ( and world ) that are known to be more progressive ( New York City, California, etc. ) are going to be better about mutant-human coexistence while areas known to be more conservative ( the south, small rural areas ), may be worse.
There are mutant schools all over the country, some with better reputations than others. Not all mutant schools are actually to help mutants. Even so, there’s only a handful of these specialized schools at this time. The Haven system is one of the better known reputable schools.
