They were never really a crew
This isn't a knock on Star Trek: Picard, which has been very uneven but for the most part I've enjoyed, but an observation. Picard wanted to go into space in season one, Starfleet gave him an FU after that interview bashing them and so he tired a private cargo ship. Others came along and joined the cause but, once the Zhat Vash threat was defeated, the synth ban lifted and Rios' and Raffi's names cleared, what did they have left in tying them together? The end scene of season one was the classic Trek trope of everyone happy and flying off to the next adventure... except what were they going to do? It should have been fly to Earth, pay Rios and go their seperate ways.
So season two has a new showrunner and direction, and picks up around 2 years later. Jean Luc is now commandant of Starfleet Acacemy, Elnor is the first Romulan cadet and Raffi and Rios are back in uniform too (a bit of a stretch IMO after how Starfleet treated them pre-season 1). La Sirena is now Seven of Nine's Fenris Ranger ship after she lost her own ship in S1. Dahj and Agnes are doing diplomatic dinners with Deltans. The Borg and Q then make sure everyone's back together for Picard's last trial.
Now season 3 is a Next Gen cast reunion special (something original showrunner insisted Picard wouldn't be), and Rios, Anges, Elnor and Soji are confirmed not to be returning. More may follow. I can 100% understand why people invested in these characters are unhappy. I can only wonder how plans changed, or if there were ever plans beyond the first season.
