It may come as a bit of a surprise to the handful of people that know how Captain Marvel came to be, but his situation isn't actually the Wizard's fault.
Billy's a Fawcetite of course, and a Street Child at that - every Shopfront and Alley, every Branching Road and Street, every Marketplace that does and does not exist on certain days and especially every Place To Avoid exists in a Map in his head, twisted and turned; overlayed in itself like a particularly colorful ball of snarled yarn.
It changes, often, especially when People attempt to create their own little Space in the City.
Like most Street Children, Billy tries to make sure he stays appraised of the differences to avoid stepping on any toes but sometimes...
Well, a single wrong turn at the wrong time is all it takes, really.
Billy is so, so lucky that Cats are contrarians by nature.
They'd found his desire to stay (mostly) human funny.
And that by being so young and earnest and most of all Polite, he'd endeared himself enough to Them for Them to deign to let him go.
Mostly.
(He's doesn't mind it as much anymore now that rain ruffles his fur worse than when he's just had skin and hair to worry about.
Plus, having an open invitation to cuddle in a warm nest with furry, purring bodies, no questions asked, is a balm to his lonely soul.)

Now that he's sitting sheepishly in front of the rest of the Justice League as Captain Marvel with pupils he knows are still blown wide, stained claws and smears of blood on his whiskers cheeks that he's struggling on with the last bit of self control not to lick off, he has to admit he may have underestimated how much he's changed.
