Have you seen these characters since Moffat has taken over?
Moffat doesn't know how to deal with characters, he just knows how to make a story and the characters are sort of just there. Russell T. Davies created all of these fantastic characters and Moffat is ignoring them because he doesn't actually want to work at it.
