Pursuant to the National Secuity Act sec. 105(d)(1) and the Council’s Executive Order 11652/205, your are hereby directed to launch Operation Nebula, as previously briefed, and this letter plus attachements constitute your official instructions regarding the same.
Your objectives are, in order of priority:
Initiate investigation of the disappearance of Darexi citizens from Laxtara according to enclosed case file.NOTE: This mission is both your primary objective and your cover for your secondary missions as outlined below.
Liaise with Darexi counterparts on point 1 and establish positive rapport, with a view towards cultivating future cooperation.
Establish clandestine surveillance of other foreign agencies operating within Darexi space, in particular Cirani and/or EtreonParaSys operatives, and evaluate their intentions and threat profile, if any, regarding both Commonwealth and Darexi national security.
Render necessary and appropriate assistance to Defence Attaché X’Lzhkto‘Tsaii in developing the Commonwealth embassy on Laxtara as a command, control and support point for future covert operations.
Evaluate and report on the suitability, respecting political issues, of Darexi space as a covert safe transit route for sensitive refugees (cf. the Promotion of Freedom and Resettlement Act sec. 16(2)), who are relocating to Commonwealth Space.
Observe and report on all other issues of general interest where doing so does not interfere with other objectives or endanger operational secrecy.
Let me add my congratulations on your appointment to lead this politically sensitive mission, Commander, which will require your full discretion and political judgement. The Darexi Republic is a core strategic partner, and some of the activities you will be undertaking, while important, have the potential to embarrass the Commonwealth in the galactic community. It is your job to ensure that does not happen.
