Lucci is being extraordinarily polite here, and it comes off as very, very menacing. What he’s doing is demanding Iceburg tell him about the plans, or else a lot of people will die. But it’s not phrased as a demand- that would be something like 言ってくれ/itte kure.

Instead, what Lucci has here is an impeccably polite request, which is worse. お話し下し/ohanashi kudasai has a tone along the lines of ‘if you’d kindly share your story,’ not ‘tell me what I want to know if you want you and everyone and everything you care about to live through the night.’
