I’ve mentioned it a couple times before, but this is the traditional meaning of the word outlaw. It’s someone who’s completely lost the protection of society, even if they’re not committing criminal acts in that very moment. 

I think it’s important that unlike many things, this is something that Luffy understands. He knew the risk of going out as a pirate and decided to do it anyway for the sake of his own freedom
