Oda puts a lot more emphasis on Sanji’s response to Usopp’s potential death than he does Zoro’s. There are a couple of different ways to read his expression, but I wouldn’t be surprised if there was a flash of guilt and the feeling that it was his fault Usopp was on that tower in the first place
