One Piece is a series that rewards conviction, which is something Coby has in spades. He's not strong enough to take on Akainu, but despite being scared shitless he made a decision that fit his resolve, not regretting the fact he was about to die for defying a superior officer.
It's important that Coby is small and powerless in the same way Luffy was small and powerless on the pirate side of things. Yet they didn't let that stop them, and the actions of both changed the course of history forever.
The was Coby's most impressive moment at this point in the manga, but really standing shitless in front of powerful people who are about to kill him has kind of been his schtick this entire time
I like how Oda frames Sakazuki and Blackbeard's thirst for violence as being two sides of the same coin. These two hate one another on a fundamental level, but their actions cause the same sort of suffering
Oda doesn't draw a direct comparison other than highlighting Tashigi and Smoker, but the marine's continued bloodlust after completing their objective of killing Ace/Whitebeard mirrors the end of the Alabasta Civil war when the fighting didn't stop even after Pell blew himself up
The important line here goes to Smoker as he notes that this isn't Justice, because that's not how the mindless slaughter would be presented had it been allowed to continue, the winner of the war being the one to define what justice is and all.
Coby's reaction to the disappearing voices is similar in some ways to Aisa's during the end of the Skypiea arc, but Aisa's had her powers her entire life. Coby doesn't have any idea what's happening to him while experiencing the psychic trauma of Hearing people die

Garp usually only makes this expression when one of his grandsons is involved
