Is it just a coincidence?

This weeks's chapter of Bleach: Ginjo tells Ichigo that his Substitute Shinigami Pass is just used to restrict him and keep him under the Gotei 13's survaillence. The chapter then showed a scene of Ichigo hearing Rukia's voice through the Combat Pass.

This week's episode of Bleach: Ichigo achieves his Fullbring. Then later in the episode, he hears Rukia's voice through his combat pass with Rukia stating in a faint like voice "No! Ichigo wouldn't...".

Was Tite Kubo trying to tell us that the Soul Society are a bunch of douchebags in the beginning of the Fullbring arc?
