When Officer Armstrong was promoted to Police Chief 15 years ago he was already a big man and he wanted to put an emphasis on fitness in his precinct. And what better way to do that than to become the biggest, most jacked, most ripped, most muscular man he can to motivate his officers. And he grew bigger and more ripped every year.
