In general, I am having a lot of fun with this new theory-soup of What The Hell is Lucien Up To. I admit I didn’t even THINK of the Nine-Betrayer-Gods connection until they mentioned it. Now that we’re in this deep, it seems like too much of a coincidence.
The logic then follows that The Eyes of Nine has something to do with the betrayer gods - perhaps their eyes are boons from each god. They’ve already had morning tea with Tharizdun, and there have been hints of The Crawling King thrown about. Lolth is one as well - and although she evades heavy mention, she is in the shadow of the Dynasty who have grown out of her worship. The idea, perhaps, is that each eye gives Lucien the ability to do something? See everywhere, kill in specific ways... what else? idk.
What, then, is The City? Is it actually the amalgamation of the Betrayers, or is it simply a vessel - a vehicle? Is it a ghost of Aeor?
And does the Aeorian God-Killing-Weapon have some significance, and will they be killin’ some gods before the campaign is up?
I don’t the answer to any of these, but it’s fun to speculate.
