You slowly learn snippets of their life, their past, about the family and all this with the time you spent with them. It is the same with a good character. Start slow. Write down how your character is at the beginning of the book: the strengths and weaknesses, how is their daily life, what annoys them, what do they love and why. How do they dress? What is the confidence level? Do they have special skills or training? In short, make an inventory of their life.Often you find what is missing while you do this because you start to question: Why do they have this training? What made them get a special skill? Where did they learn it? How did their childhood shape their view of life? How good are they with people and why is it how it is? Did they experience some kind of trauma? What did this do to them?It is mostly a question of a character’s psyche when a character feels flat.I guess you heard of the term “Mary Sue” when it comes to characters. A character that is too perfect. Too perfect can make it easier for us writers but it also makes a character feel flat and boring. It is an obstacle every one of us writers has to face. But too perfect also means no real psychological reaction to the events, ergo a flat characters.Don’t be afraid to make your character vulnerable, have the character moments of weakness, moments where they are hated for their actions by the reader and the other characters. Let them lose their cool, reach their breaking point or have the happiest day in their life. But you also said the story feels boring.Sometimes a character feels flat and boring because the story doesn’t give the character the chance to show who he/she is, no chance to shine if you want to put it that way. Besides taking a look at the character you also should take a look at your outline: Do you have strong enough plot points? Is your story plot or character driven? And how good do both interact with each other? An issue I had to deal with in my early writing days was the lack of plot.
